Gas Tank Questions

Hey,
I bought a 2008 ninja 250 as a project bike. Have a couple questions about the gas tank.

First of all, there is a nipple on the bottom left side of the tank, pictured below. When I add gas to the tank some will drain out of it. Should that be capped or is there a hose that's supposed to be attached?

Second, the petcock is different from other 2008-2012 ninjas. It has off, on, and reserve. No "pri". It only has one hose attachment, so no vacuum hose. Someone must've replaced the petcock. Do I need to buy a new one with a vacuum attachment? If not, should I just plug the spot on the carb where the other end is supposed to go?

Doesn't that nipple connect to a drain hole under the gas cap so fuel doesn't sit there if you overfill the tank? I don't have a newgen to look at.

If you keep the manual petcock, yes, plug the vacuum port on the carb that originally went to the vacuum petcock. Since it's a manual petcock, there is no need for a "prime" position, since turning it on lets fuel flow immediately.

Ah that would make sense about the gas cap. I'll take a look.
