Fuel mist from exhaust one of two cylinders fires

I gotta 08Ninja250 here being restored without the exhaust pipes installed until it’s running first it seems like an electric thing though had this happen on my fzr600 also and am newer to mechanics so there is gas fog coming from the front right cylinder (if facing the front seated on bike) is shooting it and there is also same amount from exhaust there was then took off pipes rolled starter again with fuel in carbs still and got some popping though believe from again number two cylinder the cabs are clean had went through them all and had seen a post with a kid jerkin on same BS said it was a wire then this then that so figured to make a post here.
Had seen this before on another bike a inline 4 with the two left (1&2) no fuel air mixture being produced without spark plug caps on it any ideas?

Maybe it’s the carburetors lines and gas tank lines it’s a junk bike a picked up so nothing was properly set with the lines and all anyone got some diagrams cause there is nothing like it on the Google to find it’s that or the diaphragms they had some slack it’s gotta be carbz though for sure anyone got some photos of the set-up?
